This volume comprises two works, A Study of Italian Public Finance and An Outline of the Italian State Tobacco Monopoly, with appended tables of official tobacco prices. The translation was commissioned and revised by the Chinese Legation in Italy in the Guangxu yisi year (1905) at the initiative of Xu Jue (1843–1908), Imperial Commissioner and Envoy to Italy. In his preface, Xu emphasized that an envoy who resides abroad without understanding the host country’s governance fails in his duty, noting that although Italy’s territory was far smaller than China’s, its state revenue far exceeded that of the Qing empire. He therefore urged a close study of Western fiscal systems, particularly Italy’s state tobacco monopoly, advocating higher tobacco taxation as a means to strengthen state finances without harming the populace.
